  1. NATURE OF WORK:

    Community Service Officers (CSO’s) work in a team environment with a focus on public service, education and code compliance.  CSO’s perform a variety of field and administrative duties in support of the non-law enforcement public service and safety functions or duties of the department.  CSO’s are responsible for enforcement of Municipal Codes related to parking, animal control, trash, junk/abandoned vehicles, and other town operations such as community development and finance.   CSO’s perform a variety of project-based and support functions as required by management to meet the needs of the department and the community.

     

     

  2. SUPERVISION RECEIVED/EXERCISED:

    The Community Service Officer works under the general supervision of a police sergeant, or any other department employee assigned supervisory responsibility.

     

  3. KNOWLEDGE, SKILLS & ABILITIES:

            The following Knowledge, Skills and Abilities are required for employees in the Community Service Officer position:

  1. Knowledge of applicable contemporary law enforcement principles, procedures, techniques, and equipment and criminal law, codes, and legal procedures as they apply to this non-sworn position.
  2. Considerable knowledge of Community Oriented Policing, its philosophy and components.
  3. Skill in the safe operation of vehicles, specific non-lethal weapons, police radio, cellular telephone, computers and software for report writing, office equipment, pagers, automated parking summons equipment, a variety of animal control/trapping devices, and other equipment related to non-sworn law enforcement duties. 
  4. Ability to learn and interpret materials as needed, including applicable laws, codes and department policies and procedures. 
  5. Ability to learn animal behavior and techniques used in safely controlling and trapping a variety of animals; understand humane treatment of animals and the necessity for strict enforcement of animal control laws.
  6. Ability to respond quickly, calmly, and effectively in various situations; exercise sound judgment in evaluating situations and in making decisions; handle confidential information; work well under stressful conditions; perform work requiring good physical condition; and understand and follow oral and written instructions and procedures.
  7. Ability to develop and maintain effective working relationships and interact with individuals and groups including individuals from diverse socio-economic, racial, and ethnic backgrounds, abilities, lifestyles, ages and both genders in a fair and impartial manner.
  8. Ability to apply professional law enforcement methods, crime prevention techniques and problem-solving methods to reduce crime and promote a safe environment in the community. 
  9. Ability to establish and maintain a positive relationship between the community and the department to address crime problems.
  10. Ability to communicate effectively orally and in writing in dealing with the public, including the ability to communicate facts in legal proceedings.
  11. Ability to maintain effective working relationships with subordinates, peers, civilian employees, and supervisors.
  12. Knowledge of safe work practices and town expectations regarding safety in the workplace; able to recognize unsafe work practices or other safety risks and report them to a supervisor. Takes proper safety precautions; anticipates unsafe circumstances; acts accordingly to prevent accidents; responsible for the safety of self, others, materials, and equipment; uses all required safety equipment.

  2. ESSENTIAL JOB FUNCTIONS:

    The employee in this position must be able to successfully perform and is responsible for the fulfillment of the following essential job functions and duties:

  1. Patrols the town in a vehicle or on foot or bicycle to take appropriate pro-active action, including identification and enforcement, of Municipal Code violations related to parking, animal control, trash, junk/abandoned vehicles and other town operations such as community development and finance.
  2. Responds to and investigates calls and complaints regarding Municipal Code violations related to parking, animal control, trash, junk/abandoned vehicles and other Town operations such as community development and finance.
  3. Works closely with the Municipal Court Clerk and town staff in responding to and investigating complaints regarding Municipal Code violations related to parking, animal control, trash, junk/abandoned vehicles and other Town operations such as planning, finance, and public works.
  4. Conducts initial investigations of all animal bites and vicious animal complaints when on duty. Coordinates these investigations with Summit County Animal Control and other agencies as needed.
  5. Works using own judgment in deciding course of action being expected to handle difficult situations without immediate assistance.
  6. Prepares and maintains a variety of reports, records, and/or log necessary to report daily activities and specific incidents in accordance with established department format, policies and procedures, and timeliness.
  7. Uses computers and associated software for reports, communications, and information retrieval. 
  8. Monitors department correspondence to stay informed and submits appropriate information for the department’s daily briefings.
  9. Performs duties in compliance with established and approved rules, regulations, and policies and procedures; demonstrates comprehension, interpretation, and application of the intent and purpose of these mandates; performs duties in compliance with all federal and state laws and Municipal Codes.
  10. Meets and confers with attorneys on legal questions; appears in court to present evidence and testify; may be required to participate in a variety of legal proceedings.
  11. Develops, coordinates, participates in, and facilitates community assistance, pro-active crime prevention, and educational programs; prepares and makes oral presentations related to public safety and crime prevention issues to community and school groups.
  12. Completes investigations and written reports on minor criminal incidents such as criminal mischief, theft, or attempted theft and minor motor vehicle accidents in accordance with department policy.
  13. Assists in controlling vehicular and pedestrian traffic at special events and as required by management to meet the needs of the department and the community.
  14. Conducts vehicle identification number (VIN) checks.
  15. Assists with the recovery and storage of abandoned vehicles including, but not limited to, the processing of relevant documentation according to the requirements of the Colorado Revised Statutes.
  16. Under the direction of a department detective or other designated sworn employee, responsible for the daily operation of the department’s evidence-property function including, but not limited to, accepting, securing, tracking, and assisting with the destruction of property in the custody of the department as evidence, found property or property retained for safekeeping in accordance with department policy, Municipal Code, or state statute.
  17. Transports evidence to the Colorado Bureau of Investigation.
  18. Assists the Records Unit and is familiar with records release policy and procedures.
  19. Operates a vehicle day and/or night under potentially adverse weather or road conditions in routine situations in a reasonable and appropriate manner in compliance with department policies and procedures.
  20. Demonstrates consistent use and care for all issued equipment including non-lethal weapons; maintains department equipment, supplies, and facilities in an appropriate manner; succinctly and in accordance with departmental and/or communications center protocol communicates when using the police radio.
  21. Exchanges information and coordinates resources among other department employees, officers in other law enforcement agencies, public and private agencies, and citizens regarding crime problems and solutions; maintains contact with police supervisory personnel to coordinate activities. 
  22. Interacts and works with diverse groups of people within the department and the community to render service and collect information; provides public service and responds to inquiries in routine and potential problem situations; interacts with the public in a variety of settings, e.g. offering assistance to citizens and visitors including providing directions. 
  23. Uses problem solving skills, creativity, and innovative approaches to identify community concerns; presents optional courses of action; identifies resources; plans for implementation of desired changes; and evaluates success.
  24. Reads and applies department policies, rules, regulations, instructions, laws and ordinances, and general literature pertaining to non-sworn law enforcement.
  25. Regular and reliable attendance to job duties.
  26. As designated by the Chief of Police, serves as a training officer for a newly hired Community Service Officer; qualifications and minimum requirements for the designation of training officer are determined by the Chief of Police and include, but are not limited to, a demonstrated knowledge of applicable department policy and procedures, relevant Town Municipal Codes and state statutes, and the role of the Community Service Officer in the agency; designation as a training officer does not create any vested or proprietary interest in the position; while actively engaged in training a newly hired Community Service Officer, a designated training officer shall receive the same percentage salary increase as that granted to sworn police officers serving as field training officers, i.e. currently 5% of their base salary.
  27. Performs related duties as required by management to meet the needs of the department and the community.

    Depending on organizational need, duties and assignments may alter.  They may include, but not be limited to the following:

    1.     Performing related work and assisting other departments as necessary.
    2. May be involved in special projects and employee committee activities that are directly or indirectly related to essential job functions. 
    3.     Other miscellaneous projects or support functions as assigned.

       

  2. MATERIALS AND EQUIPMENT USED

    Materials and equipment used include, but may not be limited to the following:

  1. Motor vehicle, bicycle, police radio, non-lethal weapons as required, photo equipment, license plate reader, accident investigation equipment, first aid equipment, flashlight, camera, automated parking summons device, other equipment related to non-sworn law enforcement duties, cellular telephone, and pager.
  2. In addition, common office equipment includes, but not limited to a personal or laptop computer with associated word processing software, telephone, smart phone, photocopy machine, and fax machine. 

     

  1. WORKING ENVIRONMENT, PHYSICAL ACTIVITIES & REQUIREMENTS

    The working environment, physical activities and requirements may include the following:

    The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of the job. The physical demands or responses regularly vary due to the nature of unpredictable and unforeseeable events that characterize public safety functions.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  1. Work is performed in office areas, classrooms, inside public and private buildings and outdoor areas in the Town in patrol vehicles, on bicycles, or on foot under stressful and non-stressful conditions. The work is normally performed in uniform and may require using protective equipment. 
  2. While performing the duties of this position, the employee works in an indoor and outdoor environment. In the outdoor environment the employee is exposed to adverse weather conditions.  The employee is occasionally exposed to snow, ice, wet and/or humid conditions, extreme cold or heat, slippery or uneven walking surfaces, and vibration. The noise level in the work environment is usually moderate; however, exposure to high levels of noise can occur occasionally. 
  3. The potential always exists to work in hazardous surroundings including excessive intermittent noise, dust, dirt, electrical energy, fumes, smoke, gas, solvents, grease and oils, vehicle traffic, near moving mechanical parts, and with hands in water. 
  4. The potential also exists at all times for exposure to bio-hazardous material, bloodborne pathogens, sexually transmitted diseases or other health considerations, toxic or caustic chemicals, and unusual fatigue factors.
  5. While performing the duties of this position, the employee is frequently required to sit, stand, walk, talk, and hear.  The employee is required to use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; bend/stoop, squat, twist, kneel, crouch, crawl, or run; and taste or smell.  The employee may occasionally be required to lift, pull, or drag an animal.
  6. The position requires frequent light lifting and carrying (under 15 pounds), and occasional moderate (15 to 49 pounds) and infrequent heavy (50 pounds or more) lifting and carrying, pulling or pushing.  The employee may occasionally lift and/or move more than 100 pounds.  Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  9. The employee must have the ability to occasionally defend himself/herself or others through the use of defensive physical tactics. The employee may be required to respond to crime scenes and major incidents that may be graphic and prompt emotional responses.  
  10. The position frequently requires working alone and with others during irregular/protracted hours including weekends, nights, varied shifts, holidays and unanticipated overtime. 
  11. Work Schedule:  The employee must be able to work varied shifts and schedules that include days, evenings, nights, weekends, holidays, and overtime as determined necessary by the Town.     

     

  1. EDUCATION, EXPERIENCE AND FORMAL TRAINING:
  • Minimum 21 years of age at time of appointment; no maximum age limit
  • High school graduation or GED.  Preference will be given to candidates with post-high school higher education.
  • Demonstrated experience in dealing with the public in a customer service environment.

        Incumbent’s driving record will be reviewed on a regular basis and must be in compliance with organizational standards and policies.  Further, incumbents are required to notify the Town, their supervisors and/or manager of any motor vehicle and/or parking violation at the time of issuance (immediately upon receipt of the ticket/violation, or upon the next working shift).  This requirement exists, regardless of whether the incumbent plans to challenge the violation in court.
